We beg to report that, in accordance with the
instructions of His Excellency the Officer Administering the
Government, we nave carefully considered the selection of a site
for the above-mentioned station, which would fulfil the conditions
indicated in the memorandum accompanying the Secretary of State's Confidential Despatch of the Uth. August, 1913.

In order to elucidate our report, we enclose the
following plans;-
A. General Plan, (scale 2" - 1 mile), showing the Kowloon
Peninsula and surrounding district and islends.
Larger Plan, (scale 6" - 1 mile), showing the site which
we recommend should be adopted.

The objection raised to the proposed site in Kow-
-loon Bay appears to apply equally to any site within a distance of about 2 miles westward of Kowloon City, as the high range of hills on the Island of Hongkong, extending to High West (1,604
feet) and ount Davis (889 feet), interposes itself in the line
between any such site and Singapore.

We have indicated on plan A three sites to the west-
-ward of a line dram through the summit of Mount Davis. Site No.1
extends across some very broken ground at the base of the Kowloon
range of hills and reaches an elevation of 500 feet at its northern
extremity. Site No. 2 is almost entirely on a spur of the Kowloon
Range and it also reaches an elevation of practically 500 feet. A
considerable undulation exists in the spur between the middle and
northern end of the latter site. For these reasons, we regard bot
sites as unsuitable.

Site No. 3 appears to us the most suitable (vide
Plan B). It occupies a long, narrow and comparatively flat valley,
in which there are a number of small villages. The valley itself
is cultivated by the villagers. There is an abundant supply of
